The points about the fees are well covered. The Dept of Labor, in conjunction with retirement industry groups, have put together material on selecting service providers and additioanl material on determining the fees that sponsor pay. Education of plan sponsors will help the process of rectifying excesses

This is an excellent point and one that is getting overlooked. But, the same can even be said about investment management fees. Are all investment managers worth the same fee? It really goes back to what the net investment return has been compared to benchmark indices, rather than exclusively what investment management fee is being charged.
